I
I
I
I
I
I
I
I
I
I
I
I
I
!
I
I
I
!

Quad Cities Meeting
Minutes of April 9
Page Three

and City Council for comment and review and commitments. The discussion then
centered around what the Board feels is the number one priority in meeting
the needs of the public in developing facilities. It was agreed that the
number one priority is the construction and development of lit soccer fields
and football fields but such construction is a major undertaking financially,
as the electrical services must be brought to the site and the cost of light-
ing is a major capital improvement. Undertaking such a project would best be
accomplished by grants.

Merle Prochniak brought up the fact that the City of Andover does not have an
association and how important an association would be in developing and sup-
porting the construction of recreational facilities in their City. Steve
Schwarze stated he would be able to provide some names from the people who
live in Andover that could possibly help in developing their association.
Joe Anderla recommended that the next time they have a sign up for any one
of the programs that one of the sign-ups be at the City Hall in Andover.

Steve Schwarze then explained some of the problems he has encountered in
trying to re-establish the effectiveness of the AYAA. He explained that
it is very difficult to take back what was said two to three years earlier
where people could be offended by different statements. That is the reason
why he is being very careful in how to handle situations where a number of
different organizations and communities are involved. It was agreed by the
Quad City Committee that a youth activity organization would be helpful in
determining the needs of the City of Andover, The Board then expressed the
importance of making a position statement and recommendation to their com-
munities.

The recommendation by the Quad Cities Recreational Board will not be avail-
able until the regularly scheduled Park Board Meeting on Tuesday, April 17.

cc:

Jerry Dulgar
Mayor Hostetler
City Council
Park Board
Mark Lenz
Patricia Lindquist
Daniel Hartman

~Lloyd Schnelle~
Kris Nienow
Ted Rouse
Fritz Anderson
A1 Zahn
Hilary McNallan
