Receivin~ Feasibilit~ Report For <br />Lateral Sanitar~ Sewerf Storm Sewerf Watermain And Street <br />Construction For Flintwood Mills Plat Second Addition): <br /> <br />a) Preliminary Approval and Rezoning For Flintwood Mills Plat Second Addition - <br /> <br />Councilmember Schlueter stated she finds it difficult to go with accepting <br />right-of-way easements and certain acreage on Mwy. 47 from the developer <br />as a trade-off for the open space requirement; allowing this type of <br />density with no open space required. Councilmember Schlueter stated that <br />she foresees a drastic change in street use configuration and she is <br />concerned with the safety of the people crossing Hwy. 47 to get to that <br />park; she would like to see that amount of people provided with a play <br />area in order to keep them confined and away from traffic hazards. She <br />requested that this concern be addressed when this plat goes back to <br />Planning and Zoning. <br /> <br />Mr. Dick Carson replied that there is open land behind the courtyard <br />type housing that could be developed as City park. <br /> <br />Mayor Gamec stated that he does not think it would be right for this <br />council to break an agreement made by a previous Council; that one <br />acre of open space will not suffice as a park area for the entire PUD. <br /> <br />Mr. John Lichter, m~mber of Park and 'Recreation Commission, stated that <br />this same subject was discussed at a previous Park Board meeting and <br />it was determined that high density areas should consider the inclusion <br />of 'tot lots'. Mr. Lichter also stated that the open space Mr. Carson <br />referred to has no access. <br /> <br />Mr. Carson replied that a 10-15' easement has been provided for access <br />to that open space. <br /> <br />councilmember Schlueter referred to Item #5 in the findings of fact <br />and requested that when this plat goes back to Planning and Zoning, that <br />they consider this fact with a little more scrutiny. Councilmember <br />Schlueter that she too has talked with the school district and confirms <br />that there will be no burden there, but staff was not addressed. A <br />development of this size will create an extra amount of work for the City. <br /> <br />Mr. Carson replied that the developer is being assessed an extra 5% by <br />the City to cover administrative costs. <br /> <br />Councilmember Schiueter stated that she would like to discuss Environmental <br />Assessment Worksheet being included in PUDs, which she will bring up <br />during Mayor/council Input. <br /> <br />Mayor Gamec stated that in anticipating future development in the area, <br />the suggestion for park development made by Mr. Carson sounds very <br />feasible; a park in this location would also qualify for metro funding <br />because it would be in the urban area. <br /> <br />C/February 28, i984 <br /> <br /> <br />
