Chairperson meeting was held January 31, <br />1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Ga/nec <br />Councilmember Gary Reimann <br />Councilmember Jean Schlueter <br />Councilmember Sue Van Wagner <br />Councilmember A1 Sorteberg <br />City Attorney William Goodrich <br />City Administrator Lloyd Schnelle <br />City Building Official Clayton Berg <br />Deputy City Clerk Sheila Beyer <br />City Engineer Peter Raatikka <br />Planning & Zoning Commission Chairman Ken Peterson <br />Public Works Superintendent Merle Mevisson <br />EDC Chairman Don Greenberg <br />City Assessor Les Wirz <br />Park & Recreation Commission Chairman Dennis Donovan <br />Airport Commission Chairman Jack Ippel <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the workshop meeting to order at 7:40 p.m. and stated <br />that the purpose of this meeting is to consider goals of Council, Staff <br />and Commissions and to develop guidelines related to .economic development. <br /> <br />BUS INES S <br /> <br />Mr. Goodrich stated that he and Mr. Schnelle attended a zoning seminar <br />and there are three areas where cities are exposing, themselves with <br />zoning regulations: <br /> <br />1. Inverse condemnation - condemnation by over-regulation. <br /> <br />2. Anti-Trust - Cities attempting to protect existing business/ <br /> commercial uses within a city. <br /> <br />3. Granting/Denial of specific action - The courts are coming closer <br /> to allowing owners to gain monetary damages from the city. <br /> <br />Mr. Goodrich also pointed out that individual councilmembers can be sued <br />for violating another person's constitutional rights (Section 1983 of the <br />Federal Code). Council, Planning Commission and City Staff must do their <br />homework and be cognizant of the fact that landowners, citizens, and <br />businesses have rights.
