I
I
I
I

Stan Data - 5510 140th Lane - Stated that the residents of Flintwood I did
meet with Mr. Carson to arrive at the best compromise. The bottom line is
that this development is not preferred by Flintwood I residents; we still
prefer one acre lot development with no public utilities. Our major complaint
besides public utilities, is that high density housing would result in a
reducting in property value in Flintwood I. We hope Mr. Carson will take
this into consideration when designing the PUD housing types. Flintwood I
is concerned with loss of privacy, burm, drainage problems (for which
alternatives have been suggested which will not incur costs to Flintwood I),
MSA street through the project (which we understand is constraint put on
developer by City). The residents of Flintwood I view the plan the developer
is presenting tonight as the best compromise, under the circumstances, provided
that Flintwood I concerns are not overlooked.

Mr. Carson - As the project progresses and the actual design is laid out, we
will be happy to meet with residents of Flintwood I.

John Lichter - 14060 Fluorine - What is Council approving tonight -- just
the density requested for the area?

I
I

Mr. Schnelle - Council would be approving zoning for the area; the developer
is here for PUD zoning.

Mr. Goodrich - The developer is here of approval of preliminary development
plan. Zoning approval comes after preliminary plan approval. Tonight's
meeting is for approval of preliminary PUD plan.

I
I
I
I

Councilmember Schlueter - According to ordinance there are many items to
be submitted by the developer, such as sewer distribution plans, in order
to obtain preliminary plan approval. Ordinance also states that these
items must be submitted to P & Z for their recommendation prior to going
to Council and I see no evidence in P & Z minutes that this has been done.

Mr. Goodrich read from the ordinance what the applicant must submit at the
time of preliminary development plan approval request. Some of the items
mentioned were: drawings and written statements regarding location, size
and proposed uses; density of land to be developed; location and size of
open spaces; plans for distribution of waste; parking; timetable; topographic
map; character of PUD; alternate ownership; total anticipated population.

John Lichter - How can Council act on this tonight if all there items have
not been submitted?

Mayor Gamec - The developer is looking for concept approval from Council
prior to preparing all the expensive items required by ordinance.

Mr. Lichter - The residents o~ Flintwood I have had some very good me,tings
with Mr. Carson regarding the PUD; even the concept approval should include
the conditions arrived at as a result of those meetings and we don't see
those conditions listed on the preliminary plan.

Mr. Goodrich - The last PUD in Ramsey obtained a general concept approval
that was conditioned on proper acceptance of a preliminary plan approval.
That is what NDR is requesting tonight, then they provide all that the
ordinance requires, request final approval and apply for rezoning. What
NDH could receive tonight from Council is: 'Yes, in general we approve,
but we want to see all items that are required by ordinance'

C/January 10, 1984
Public Hearing
