Duane Saint Hilaire, 7335 Alpine Drive, stated he lived across the street from the subject <br />property. He indicated he supported the proposed Comp Plan Amendment. <br />Commissioner VanScoy asked what the nature is of the remaining property. <br />Mr. Saint Hilaire reported the remaining property would be residential in nature, but was not <br />buildable as the majority was wetland. <br />Commissioner Brauer questioned if this proposal would landlock Mr. Saint Hilaire. <br />Mr. Saint Hilaire explained he would not be landlocked. City Planner Anderson reviewed a map <br />of the property noting the access points to the Subject Property. <br />Commissioner Andrusko asked if the property was under Purchase Agreement with Lennar. Mr. <br />Saint Hilaire stated this was the case. <br />Paul Tabone, Lennar, thanked the Commission for their time and for staff providing a great <br />presentation. He appreciated Mr. Saint Hilaire support as well. He reviewed the request in <br />further detail and noted he was hoping to put 12 or 13 homes on the subject property. He <br />explained that if he were to receive approval from the City, he hoped to begin construction on <br />this site in the spring of 2017. <br />Community Development Director Gladhill discussed an existing driveway dispute and noted <br />this concern was a civil matter that had no bearing on this proposal. <br />Commissioner Brauer questioned the length of the cul-de-sac. <br />City Planner Anderson stated no plans had been brought before the City to date, but anticipated a <br />variance to cul-de-sac length may be required. <br />Motion by Commissioner Andrusko, seconded by Commissioner VanScoy, to close the public <br />hearing. <br />Motion Carried. Voting Yes: Chairperson Levine, Commissioners Andrusko, VanScoy, Bauer, <br />Brauer, and Nosan. Voting No: None. Absent: None. <br />Chairperson Levine closed the public hearing closed at 7:26 p.m. <br />Commission Business <br />Commissioner VanScoy asked if the Commission was recommending the Council approve the <br />Comprehensive Plan Amendment or would the Planning Commission make this approval. <br />City Planner Anderson explained the Planning Commission was being asked to make a <br />recommendation to the City Council regarding the Comprehensive Plan Amendment. <br />Planning Commission/October 6, 2016 <br />Page 4 of 13 <br />
