I <br />I <br />I <br />I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />A public hearing was held on Tuesday, April 17, 1984 at the Ramsey Municipal <br />Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota regarding the following <br />sealcoating projects: <br /> <br />I <br />i <br />I <br /> <br />a) White Pines Estates Sealcoating Project #84-3 <br />b) Old County Road No. 5 Sealcoating Project #84-4 <br />c) Whispering Pines Estates Plats 1 and 4 Sealcoating Project #84-5 <br />d) Greenland Hills Plat 2 Sealcoating Project #84-6 <br />e) Menkveld's Unplatted Sealcoating Project #84-7 <br />f) Menkveld's Country Park Sealcoating Project #84-8 <br />g) Reilley Estates Second and Third Additions Sealcoating Project #84-9 <br />h) Traprock Commons Sealcoating Project #84-10 <br />i) Brookview Estates Sealcoating Project #84-15 <br /> <br />I <br />I <br />I <br /> <br />Members Present: <br /> <br />Also Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember A1 Sorteberg (Dismissed from meeting at 7:56 p.m.) <br />Councilmember Jean Schlueter <br />Councilmember Gary Reimann <br />Councilmember Sue Van Wagner <br /> <br />City Building Official Clayton Berg <br />City Engineer Peter Raatikka <br /> <br />I <br />I <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the public hearing to order at 7:04 p.m. <br /> <br />CITIZEN INPUT <br /> <br />City Engineer Raatikka made a slide presentation of the proposed sealcoating <br />projects and projected costs. <br /> <br />Mayor Gamec stated that three years ago the decision was made to assess <br />benefitted property owners for sealcoating rather than raising levy limits <br />in order that sealcoating could be paid for out of the City's general fund. <br /> <br />Mayor Gamec also noted that with regards to sealcoating, homeowners argue <br />that it is not necessary, that their streets look good. Mayor Gamec stated <br />that the streets may look good, but what you can see is the loss of oil in <br />the pavement which leads to breakup of the streets. <br /> <br />Mayor Gamec also stated that the City has researched alternatives to sealcoating - <br />slurry and overlay. ~ne City has determined that sealcoating is the best value <br />for the money. <br /> <br />Mayor Gamec stated that sealcoating is performed generally every 5-7 years. <br />The cost is assessed out on a unit basis rather than on a front footage <br />basis. <br /> <br />Sp C/April 17, 1984 <br /> Public Hearing <br /> Page 1 of 5 <br /> <br /> <br />
