I
,I

I
I
I
I
I
I
I
i
!
I
I
I

Pis Laura Oatman

- 2 - April ll, 1984

No, leachates from the landfill would have to pass through several confining
layers in the drift and the St. Lawrence Formation prior to entering the
aquifers to be developed. Also, there is an upward pressure from the lower
formations which helps to restrict migration of leachates into the proposed
water bearing formations. The proposed wells are intended to pump at a
maximum rate of 500 GPM, thereby minimizing the cone of depression and
helping to maintain an upward pressure from the underlying formations.

Currently there are five ground water monitoring wells at the Ramsey
Landfill which are tested every quarter. Based on the enclosed sun~ary of
the monitoring data, there is no evidence that leachates are influencing
the ground water. Prior to influencing the municipal well, the ground
water monitoring wells around the landfill should provide an advanced
warning since the surficial ground water would be affected first.

Based on Barr Engineering Company's report on the Evaluation of Water
Resources Monitoring Sanitary Landfills of Anoka County, the direction of
the ground water around the Andover Landfill is in a northerly direction
toward Coon Creek. Ground water north of Coon Creek flows southward to the
creek which indicates that Coon Creek is a local discharge zone for ground
water in the surficial aquifer beneath the landfill. Therefore, it is very
unlikely that the Andover Landfill would effect the wells in Ramsey.

It should also be noted that both Anoka and Andover have wells approximately
two miles from the Andover landfill and have not experienced any impacts.

I am hopeful that this letter will help to answer your concerns.

The City will be taking action on the comments received during the EAW comment
period on April 24, 1984.
