The purpose of the letter <br />w~s to get further input. It is important to know wh?~t thoughts <br />there are concerning this issue from those 'who would be affected <br />by implementing the Inspection/pumping process of the On-Site <br />Septic System Ordinance. <br /> <br />Generally speaking, of the responses received, the $75.00 cost <br />mud the di~ging up of the yard to locate the distribution box <br />met wit~ very little positive enthusiasm. Maintaining our own <br />individual syst~ms is a responsibility the resident feels is his <br />and will be the one who recognizes a problem when it occurs, the <br />expense being his to fix the problem. <br /> <br />The followinM are points to take into consideration: <br /> Enforce - Licensed pumpers must get a permit from City Hall <br /> prior to pumping (this should be made public so <br /> that individuals calling a pumper ~vill know to <br /> ask for the permit for verification and as part <br /> of the record process) <br /> A list of licensed pumpers should be made available to the <br /> resident through the City Hall <br /> A form should be made available for the pumper and the <br /> homeowner to fill out and the responsibility put <br /> on the homeowner to return the form to City Hall <br /> for the purpose of record up-dating/the .'ci~y keeps <br /> a record of the forms going Out and thoSe 'coming in <br /> If a homeowfle~ needs assistance in locating his system he <br /> should be able to get it from the city, at their <br /> cost for that service (this is an area yet to be <br /> looked into more closely) <br /> Information should be made available to a homeowner who asks <br /> assistance on maintaining his system <br /> A homeowner who regularily maintains his system should be <br /> allowed to show proof ( form that would be used <br /> at homeowner's request) <br /> <br />I would ask the Council, Administrator, 8_r~d Building Official to <br />take into consideration points that have been made to at least <br />try to enforce the intent of our ordinance. There are those <br />residents who will work cooperatively to comply because they do <br />so now and helping to keep the record up dated by filling out a <br />form proving compliance can be done easily. There are those who <br />will not comply but the cost and inconvenience of a system not <br />functionin~r properly is justifiably theirs to suffer. The city <br />can do no more than offer them information and/or assistance to <br /> <br /> <br />
