Mr. Schinzel stated that there is only one home on the lake that has legal footage to shoot on the <br />lake in terms of hunting. He stated that the neighbors asked him 20 years ago to quit shooting, <br />so he did. He stated that this neighbor has been out every day shooting. <br />Community Development Director Gladhill stated that the attempt would be to educate people <br />on the existing regulations. <br />Captain Frankfurth stated that there is an Officer in charge of the hunting permits in the City and <br />he could speak with the resident to provide an update and let him know if there was a permit <br />issued for residents in that area. <br />Councilmember Riley stated that there are currently laws and rules in place to guide this type of <br />use and he is not interested in the City doing anything additional other than this educational <br />effort. <br />Councilmember LeTourneau echoed those comments noting that this is complex because of the <br />three jurisdictions and the DNR involvement. He appreciated the comments and concern of the <br />resident and hoped that staff would be able to publicize this educational effort to help ease the <br />concerns of the resident. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Williams, to direct Staff <br />to prepare an Educational Fact Sheet for Rogers Lake as discussed. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Williams, <br />Kuzma, and Riley. Voting No: None. Absent: Councilmembers Johns and Shryock. <br />7.03: Demolition of Former Municipal Center Campus <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation from Hakanson Anderson that any and all bids opened on September 21, 2016, <br />be rejected and furthermore the specifications for the project should be revised and that the <br />project be rebid at a future date with an updated schedule. He stated that staff could support <br />either option, to award the contract to the lowest bidder or to reject the bids and re -bid. <br />Councilmember Riley stated that staff noted that four of the bidders were given incorrect <br />information and asked if those were the higher bidders. <br />Asst. City Administrator/Economic Development Manager Brama replied that at least one or two <br />of the contractors that were in the range of $150,000 to $200,000 were given incorrect <br />information. <br />Mayor Strommen stated that there is the risk in the re -bid that the bid could come in higher but <br />did not want to see the City gain a bad reputation. She stated that it was a member of staff that <br />gave misinformation to multiple bidders and was willing to risk receiving a higher bid in order <br />for the City to correct the issue.
