CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, October 11, <br />2016, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: <br />Mayor Sarah Strommen <br />Councilmember Mark Kuzma <br />Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Councilmember Kristine Williams <br />Members Absent: Councilmember Melody Shryock <br />Councilmember Jill Johns <br />Also Present: <br />City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Parks and Assistant Public Works Superintendent Mark Riverblood <br />Public Works Superintendent Grant Riemer <br />Community Development Director Timothy Gladhill <br />City Attorney Joe Langel <br />Asst. City Administrator/Economic Development Manager Patrick Brama <br />1. CALL TO ORDER <br />Mayor Strommen called the City Council Work Session to order at 5:35 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Review City Policies — Conduit Debt, Debt Management, Purchasing and Donations <br />of Surplus Property to Non -Profits <br />Finance Director Lund reviewed the staff report. <br />Councilmember Kuzma asked if there are limitations to the number of times a charity could ask <br />for money. <br />Finance Director Lund explained that it is not financial and used the example of an outdated <br />computer that could be donated to a charity organization. <br />Councilmember LeTourneau asked for more information on the rate of one half percent. <br />City Council Work Session / October 11, 2016 <br />Page 1 of 6 <br />
