Asst. City Administrator/Economic Development Manager Brama explained that the sewer and <br />water infrastructure would be the same, noting that the pipes were oversized and therefore would <br />fit with either type of development. He noted that the infrastructure analysis would need to be <br />revisited should the intended use change. <br />Councilmember LeTourneau stated that he believes that the City is actively pursuing a <br />business/industrial park but doing so passively. He stated that if the City continues to be passive, <br />the timeline for that development will continue to be long-term and may need to be more <br />aggressive. <br />Mayor Strommen agreed that the Council should revisit that discussion regarding the needs and <br />wants for a business park and determine the best strategy to gain that result. <br />Councilmember Williams stated that the property was never rezoned, therefore she would have a <br />hard time stating that the Council would not support that type of development. <br />Councilmember Riley stated that there is a difference between supporting development and <br />subsidizing. <br />Councilmember Williams stated that the neighboring cities to the north and west are giving land <br />away for industrial development and therefore Ramsey will be unable to compete unless the City <br />becomes more aggressive in attempting to gain that type of development. <br />Mayor Strommen clarified the consensus of the Council noting that a discussion would need to <br />occur regarding the level of participation the City would have, as that would be different for <br />residential development than it would be for industrial. She stated that the Council should also <br />revisit the discussions regarding the needs for a business park and other possible locations in the <br />City. <br />2.03: Discussion Regarding a New On -Line Assessment Tool for the City Administrator's <br />Annual Performance Evaluation <br />City Administrator Ulrich reviewed the staff report. <br />Mayor Strommen agreed that a new tool would be useful to assist in the Council's ability to <br />provide meaningful feedback for the review of the City Administrator. <br />Councilmember LeTourneau stated that this is a wonderful tool to help develop someone rather <br />than being punitive and believed that this would fit well into this environment. <br />3. TOPICS FOR FUTURE DISCUSSION <br />3.01: Review Future Topics/ Calendar <br />Councilmember Riley noted that traffic has been worse the last week and he would like to tell <br />the State that Highway 47 needs to be reviewed rather than remain as a preservation corridor. <br />City Council Work Session / October 11, 2016 <br />Page 3 of 6 <br />
