S5432 <br />Phone: 786-7377 - york: 698-07~7 <br /> <br />~FERRAL TO S(~JTH FIELD UNIT <br />I~NTIFYING INFORMATION: <br /> <br />The ~nterstate Co~ct Transmittal was received on May 15, 1984, requesting a <br />completed Hom~ Evaluation and rec~u, endation with regard to Jerald Hall, Jr. °s <br />(3 years of age) placement with his mother. Alice Hall Evans was married on <br />April 21, 1984 and her husband's name is Frank Evans. 'Alice and Frank have lived <br />together since September, 1981. Jerald Hall, Jr. has lived with them during <br />this period of time with the exception of two placen~nts in foster care in <br />1982 and a two-month visit with his father, Jerald Hall, or Eugene, Oregon. <br />The con~ent of Ms. Lou Brelje, Interstate Coordinator, is the r~quest that <br />Jerald live with the mother for at least six months before the State of Cali- <br />fornia terminates custody. Jerald has lived with his mother since the family <br />moved to Minnesota in January, 1983 and ~ am assuming that the request is that <br />Jerald live with his mother while our Agency is involved in Child Protection <br />services for a period of six months. <br /> <br />PRESENTING PROBL~: <br /> <br /> The Juvenile Supplemental Court Report completed by the Social Service Agency <br /> of Orange County in Anaheim, California, describes the legal history at which <br /> time this minor child was declared a dependent of the Orange County Juvenile <br /> Court on May 17, 1982. The report indicates that "On or about March 23, 1982, <br /> the minor was observed to have bruises on his face, ear, neck, back, chest; and <br /> legs; further, the diagnostic impression is 'bruising compatible with non-acci- <br /> dental trauma. '" At that time, the child's mother stated that her boyfriend <br /> frequently spanked this child too hard and the decision established that Jerald's <br /> mother would need to protect the child from this abuse and foster care placemen~ <br /> <br />· .was needed for a period of time. Alice is now ~arried to the boyfriend mentioned <br /> in that report, Frank Evans. The presenting problem is the fact that Jerald Hall, <br /> .Jr. is a victim of physical abuse and our Agency is requested to supervise this <br /> child's placement in the home of his mother. <br /> <br />BACKGROUND INFORMATI(I~: <br /> <br />Mr. & Mrs. Evans have lived in this apartment setting since early in the year of <br />1983. Sgt. Frank Evans is a Staff Sergeant Recruiter with the Marine Corps in <br />Minneapolis and Mrs. Evans is employed at Schelard National Bank located in the <br />Sibley Plaza in St. Paul, Minnesota. Mrs. Evans stated that she was divorced in <br />November, 1983 and has lived with Frank for about 2% years prior to their mar- <br />riage. They explained that they met each other because Sgt. Evans had Jerald <br />Hall working for him in his position with the Marines in California. Frank <br />stated that his wife left him with their two sons and a couple of months later, <br />Jerald Hall left Alice and in a short time, Alice and Frank got together. <br /> <br /> <br />
