PLANNING ~qD ZONING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

A regular meeting of the Ramsey Planning and Zoning Commission was
held on Tuesday, August 7, 1984 at the Ramsey Municipal Center,
15153 Nowthen Blvd. N.W., Ramsey, ~innesota.

Members Present:

Mr
Mr
Mr
Mr
Mr
Mr

Kenneth Peterson, Chairman
Charles LaDue
Terry Hendriksen
Lee Johnson
Benjamin Deemer
Geral Z~nrnerman

Also Present:

City Attorney William Goodrich
Mr. LeFevere of LeFevere, Lefler, Kennedy,
O'Brien & Drawz

Members Absent: Dr. Duane Kennen

CALL TO ORDER

Chairman Peterson called the regular meeting to order at 7:34 p.m.

CITIZEN INPUT

Darryl Fults - 15410 Barium Street - Stated that he has been a
resident of Ramsey for 11 years and serves on the Economic
Development Commission and his comments tonight are his personal
opinion and not that of the Economic Commission. Mr. Fults
requested that the Planning Commission consider that the landfill
has been here for a long time, it will always be there and be a
problem within the City. The City now has a chance to gain some
big revenues out of the landfill. At this time Ramsey is responsible
for what is being buried up there; we might be able to get some help
from the State and County but that assistance would not include
installation of a water system if it comes to that. We now have a
chance to sell it and Waste Management assume the responsibility
of the landfill. ~{r. Fults then quoted some figures from Waste
Management's letter of July 3, 1984 regarding revenues that would
come into the City from the landfill.

Doug Fountain - 15255 Garnet St. NW - Stated that Ramsey does not
have to put itself in a position of going before the Metro Council
and M PCA as an advocate for this hazardous situation. There are
more Ramsey citizens interested in this case than just the homeowners
that will be seriously affected by any expansion that may be allowed.
On July 24, 1984 a petition was presented to Council, signed by
2000 residents, requesting that the expansion be denied. As appointed
representatives of the Ramsey citizenry, each of the Con~nission
members should consider very seriously the public opinion. Mr.
Fountain stated that he obtained 200 of the signatures on the petition
himself, only two persons he contacted refused to sign, and one person
chased him in order to have the opportunity to sign. Hopefully, this

P & Z/August 7, 1984
P~ 1 ~ R
