Site P was found by <br />I the Minnesota Pollution Control Agency, in its Findings of Fact! <br /> <br />I <br />I <br />I <br /> <br />Conclusions and Order dated November 2, 1981 ("MPCA Order") to be <br />intrinsically suitable for use as a sanitary landfill provided <br />that certain measures are performed. (See MPCA Order, Order No. <br />3.) Site P was designated by the Metropolitan Council as a <br />candidate site pursuant to Resolution No. 82-182, Resolution <br /> <br />I <br /> <br />I <br />i <br />I <br /> <br />Re~arding Council Review of Proposed Candidate Landfill Sit__e ~ i__n <br />Ramsey, Anoka County, ("Metro Council Resolution"), dated <br />September 23, 1982, and approved as a suitable site for disposal <br />of mixed municipal solid waste. <br /> <br /> The North 80 presently serves as a buffer area between the <br />Anoka/Ramsey Landfill and homes adjacent to the North 80 on its <br />northerly and westerly boundaries. The North 80 is currently <br />open fields and trees, gently rolling in nature and in a <br /> <br />I <br />I <br />I <br /> <br />relatively undeveloped state. It is <br />currently zoned residential as set forth in the City of Ramsey <br />Zoning Map, the permitted uses of which are agriculture, <br />single-family dwellings, public and parochial schools, and public <br /> <br />I <br />I <br />I <br /> <br />parks and playgrounds. Ramsey City Code Ch. 170.01 Zoning. <br /> <br /> The Anoka County Soil and Water Conservation District has <br />advised that the soils on the site are not suitable for landfill <br />uses and that the operation of a landfill on the site would <br />create a significant potential for ground and surface water <br /> <br />I <br />I <br /> <br />contamination. Waste Management does not dispute that the soil <br />types on the site are not suitable for landfill uses but contends <br /> <br />4 <br /> <br /> <br />
