I note from my May 24, 1984 agenda that the franchise was passed by the City Council on May 24, 1984. The minutes for May 24th reflect that this was passed as a resolution when in fact is is an ordinance. My agenda reflects khat I advised the Council of this error at the time, however it does appear that Sylvia did not reflect this change when she typed the minutes. I have typed the model franchise ordinance from North Central into Ramsey's Ordinance form and enclose a copy for your review. I suggest that we now publish the enclosed after you review it and assign an ordinance number. It seems to me that since this ordinance was passed prior to the Charter taking effect, we should now simply publish it. Perhaps you should request that the Council amend the May 24th minutes to reflect the Ordinance status of the franchise. Please advise me if you would like to handle this matter other than as outlined above. Unless I hear from you otherwise, I assume you will handle the publication of this document.
