CONCEPTUAL DESIGN AND PRELIMINARY OPERATING PLAN <br />ACCELERATED DECOMPOSITION LANDFILL -- ANOKA COUNTY <br /> <br />I SUMMARY <br /> <br />I This report provides a conceptual design, preliminary operating plan, and cost estimate <br /> for an accelerated decomposition landfLU. The conceptual design is general enough to be <br />Ithe 80-acre sites Anoka landfill site The accelerated <br />applic&ble <br />to <br />on <br /> Cbunty's <br /> inventory, <br /> <br /> decomposition landfLLl is a component o! the County's land disposal abatement plan. The <br /> <br />I intent of the facility is to reduce the amount of land needed for lancLfLLling by accelerating <br /> the decomposition of the refuse. The decomposed refuse will be used as a compost type of <br />I soL[ amendment material as suitable markets are available. <br /> <br />I The fa~J~ity was designed to dispose of aJJ the refuse generated in the County after <br /> removal of the portion of the waste stream that can be separated and recycled. The refuse <br />I will be shredded prior to disposal to help accelerate the decomposition. <br /> <br />I <br />I <br /> <br /> The accelerated decomposition landfLU will be constructed in ceiLs wi',h each ceLL <br />c~ntaining refuse generated in the County over'about a 10 year period. This co--on <br />procedure will allow the decomposed refuse from one ceU to be mined while refuse is being <br />placed into another ccH'in the landfill. This procedure will also allow the phased <br />consl~uction of the liner and Ieachate collection systems. A~er a period of about 10 years, <br />it is anticipated that the waste placed during the first year of operaton will be sufficientiy <br />decomposed so that it can be mined and marketed as a soil amendment. The nex~ two years <br />will be spent mining the refuse from the first two or three ceLts while refuse is being placed <br />in the eleventh and twelfth cells. After decomposed refuse has been removed from the firs: <br />two or three ceUs, shredded refuse wiLl'again be placed in the first cell and the decomposed <br />refuse will be mined from the third and fourth ceUs. As long as markets can be found for <br />the decomposed refuse, the mining and subsequent placement of refuse in the landfill ~ <br />proceed indefinitely. <br /> <br />I Maintaining & high moisture content in the re'use and controlling the pH of the <br /> moisture in the refuse are the two most important factors in accelerating the decomposition <br />I . <br /> <br /> <br />
