Raatikka, City Engineer <br />City of Ramsey <br />15153 NW Nowthen Boulevard <br />Anoka, Minnesota 55303 <br /> <br />Dear Mr. Raatikka: <br /> <br />The Minnesota Pollution Control Agency (MPCA) staff has concluded its review of <br />the River's Bend environmental assessment worksheet (EAW). In general, the staff <br />does not recommend that an environmental impact statement (EIS) be prepared on <br />the project. We understand that the Minnesota Department of Natural Resources <br />is presently reviewing the proposed plat to assure conformance with floodplain <br />and scenic river ordinances. Should the project be substantially reconfigured <br />as a result of this review, please advise us so that we can determine whether <br />additional review by the MPCA is required. <br /> <br />The EAW includes generally adequate responses to the issues which have been raised <br />by the staff in previous discussions with you. With specific reference to noise <br />and dust impacts of construction, we recommend that the city include the mitiga- <br />tive measures discussed in the EAW in local permitting documents and plat ap- <br />provals as may be appropriate. Additional mitigative measures which may be <br />available include selective grading and staging of the project, timely job site <br />and haul road maintenance, and cessation of operations during high winds. <br /> <br />Thank you for the opportunity to comment on the project.
