The use of lawn hoses is permitted at all hours of the day, but in case of fire in any area served by the water system, all lawn hoses must be shut off and all other unnecessary use of water must be stopped. Whenever the City shall determine that a shortage of water supply threatens the City, it may, by published notice, limit the times and hours during which water maybe used from the City water system for lawn or garden sprinkling, irrigation, car washing, swimming pools, air conditioning or other uses. Notice of a violation of the published notice shall be mailed to the violator and violation of the mailed notice is hereby prohibited. Any water customer who shall cuase or permit water to be used in violation of the provisions of said notice two days after its mailing may have water service discontinued. 210.028 Meters. 1. The City shall exclusively own, control and supply the water meters to be used in the City water system. The meter may be removed or replaced or changed as to size and type whenever deemed necessary. A meter change will be made to each consumer connecting to the City water system after the date the City acquired ownership of same, said charge to be the actual cost of the meter to the City plus 15 percent to cover the cost of handling. 2. The City shall keep an accurate record of each meter in use, read all meters at the end of each quarter and calculate the amount of water used by each consumer. 3. Ail commercial, industrial and institutional buildings connected to the sanitary sewer system but not connected to the City water system will have the sewer charges estimated by the City or may, if the owner disagrees with the estimate, purchase from the City and have installed, a water meter of adequate size on the private fresh water supply system of a building for the purpose of determining the amount of water that is discharged into the sanitary sewer. 4. If any meters are damaged by freezing, hot water, etc., either by carelessness or neglect of the owner or occupant of the premises or their agents, the owners or occupants must pay for the repair of such meters. The cost of ordinary maintenance and repairs of all meters owned by the City shall be borne by the City. 5. At the written request of any owner or consumer, the City will test, or cause to be tested, the meter supplying the premises of such owner or consumer. A deposit as set by the Council will be required before the meter is disconnected,
