Public attitudes.

2. Reduction of land available for agricultural or other development.

3. The unsuitable soil conditions present.

High water table problems.

5. Long term site maintenance (cover ~d turf).

Long term monitoring and custodial care to assure no problems develop.

7. Degradation of ground water and soils that require remedial action.

8. Cost of remedial actions.

Total cost of landfiiling (environmental affects).

I0. Cost of second generation landfills,

The County's abatement report suggests that the County will pursue the
application of all appropriate waste reductions, separation, and/or waste
processing abatement methods as they logically and realistically occur in the
waste management system. Some of these, such as source separated curb

I side pickup~ recycling centers, or yard w_aste compasfing, may be better
provided by the city or other community groups, whereas, same such as waste

processing may be more appropriate for County implementation. The

County, in prelxa'ing the abatement report, c.o. nsidered all of the abateme~..t
I strategies: their advantages, disadvantages, limitations, and implementation
capability. It was the County's findings that all of the soft/non-technical
i abatement strategies can and should be implemented but that they will have
only limited impact in reducing volume of solid waste requiring landfill
disposal (possibly 15%). (See Appendix ! & tl.) Thus some type of high
technology/processing abatement will be necessary to obtain the level of
I abatement suggested by Waste the time the
the
Solid
Act.
At
abatement report was preparec~ it appeared that the most viable processing
alternative was the production and marketing of RDF (refuse derived fuel) to
I moderate sized users,
process
