I I I I I I I I I I I I I I I I I FINDINGS OF FACT 00 1) That the applicant has properly applied for a conditional use permit as required by City Ordinance to assemble bass boats in his garage. Z) That the applicant appeared before the Planning and Zoning Commission for a public hearing pursuant to the City Zoning Ordinance on June 5, 1984. That said public hearing was properly advertised and the minutes of that public hearing are hereby incorporated by reference. 3) That the Standards for Consideration are as follows: a) The property is zoned R-1 and this is not a permitted use. b) The adjoining properties are residential dwellings located on approximately one acre wooded parcels on all sides. c) d) e) The closest similar use is approximately two miles which would be in the industrial There would be no change in traffic flow to the area. That the number of similar uses, home assembly, within the City are unknown. f) That the proposed use will not be detrimental to persons residing or working in the vicinity of the use or the general public and will not substantially impair the enjoyment or value of properties in the area. 4) That the Criteria for Approval/Disapproval are as follows: a) The applicant's request is to assemble bass boats in his garage and that properly maintained, this should not be detrimental to or endanger the public health, safety or general welfare and is not contrary to established standards as regulated by City Code. b) The lot size and proposed assembly area should not be unsightly or undesirable or obnoxious in appearance and it should not hinder the orderly and harmonious development of the City of the district where herein proposed. c) Adequate water supply and sewage disposal facilities will be provided. d) The use will conform to the regulations of R-l, residential, zoning except that a conditional use permit is required. 5) That the Performance Standards are as follows: a) Fire protection is provided by the City of Anoka, however, the boat assembly should not create a fire hazard. b) Electrical disturbances are not applicable. c) Vibration will not be applicable. d) The applicant has agreed to maintain the assembly area in a sanitary condition which will eliminate any obnoxious odors or air pollution.
