This dewatering will almost certainly require a permit <br /> from the DNR for ground water appropr~ation. ~t will consist of uncontam- <br />' inated clear water and no treatment will be necessary o= required prior to <br /> its fntended discharge to the Rum R~ver. A National Pollutant Discharge <br /> Elim/nation System (NPDES) perm/t is not normally required for the discharge <br /> of dewatering water. <br /> <br />The dewatering operations may /mpact neighboring residential wells. The <br />contractor will be required to provide water to any water users so impacted. <br />This will be a provision of contract language. <br /> <br />Champlin-Anoka-Brooklyn Park Interceptor. The Anoka phase-out will not be <br />implemented until the improvements in the Minneapolis East interceptor axe <br />completed (See the April 1983 EAW prepared for the Champlin-Anoka-Brooklyn <br />Park interceptor), which is tentatively scheduled for April, 1987. <br /> <br />The Ramsey Comprehensive Sewer Plan was amended in February, 1983 to <br />include the following flow projections, in thousand gallons ~er day: <br /> <br />1985 1986 1987 1988 1989 1990 <br /> <br />Mississippi <br />Watershed 47 98 136 168 203 242 <br /> <br />Rum Watershed 48 78 142 203 274 328 <br /> <br />Total 95 176 278 371 477 570 <br /> <br />The Anoka wastewater treatment plant'design flow is 2.46 MGD. Monthly <br />flows at Anoka in 1983 ranged between 2.48 and 2.07 MGD. The plant has <br />been meeting discharge limitations. It is reasonable to expect that it <br />will continue to do so even with the addition of flows from the Ramsey <br />2nd interceptor. The Metropolitan Council's Development Guide/Policy <br />Plan indicates that the Anoka facility will reach capacity by 1987. The <br />Ramsey 2nd interceptor is sufficiently sized to provide transport for a <br />flow of 3.95 MGD. <br /> <br />It is clear, in any event, that future sewer extensions tributary to the <br />Anoka plant will be predicated upon adequate remaining cap, acity at Anoka, <br />in the short term, and successful completion of the Minneapolis ,East inter- <br />cept'or renovation and extension of the Champlin-Anoka-Brook~yn Park interceptor <br />to the Anoka plant in the long term. <br /> <br />3~ <br /> <br /> <br />
