I <br />,I <br /> <br /> .Remedial" ,cttons. on the other hand. are deftned tn [RLA to tnclude <br />actions consistent with permanent remedy instead of or tn addition to 'Removal" <br />actions. <br /> <br /> ! <br />I <br /> <br /> ..Generally, the cleanup of a hazardous waste site involves a three phase <br />program: <br /> <br /> 1) Remedial Investigation/Feasibility Study - investigation of the extent, <br />magnitude and nature of the release or threatened release, and identification <br />and selection of the most cost effective removal or remedial action(s), and <br /> <br />'1 <br /> ! <br /> <br /> 2) Renedial Design - detailed design of the selected cost effective <br />removal or remedial action(s), and <br /> <br />3) Response Action - implementation of removal or remedial action(s). <br /> <br /> All proposed PLP sites have been assigned to one or more response action <br />classes as required by MCAR 7044.0300. The proposed PLP is presented by <br />response action class. Each of the four response action classes is defined as <br />follows: <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CLASS A - Declared emergencies. This class includes those sites at <br />which an official emergency has been declared by the MPCA Director <br />pursuant to ERLA. According to MCAR 7044.0200, an 'emergency" means <br />that there is an imminent risk of fire or explosion, that a temporary <br />water supply is needed where an advisory has been issued, or that <br />immediate adverse human health effects may be anticipated due to direct <br />contact or inhalation, and an advisory has been issued. An 'advisory" <br />means a warning by the MPCA Director, Minnesota Deparment of Health, <br />Minnesota Department of Natural Resources, or the Minnesota Department <br />of Agriculture issued to the public concerning a hazardous substance, <br />or pollution or contamination at or near a facility. <br /> <br />CLASS B - Long-term monitoring and/or operation and maintenance at a <br />site that Was undergone previods response actions. This class includes <br />those sites where activities are necessary to maintain response <br />action(s) that have previously been completed. Examples include <br />continuing operation of a ground water pump-out syste~ at a site, <br />long-term monitoring, and work necessary to maintain the integrity of <br />the site, such as maintaining cover or closure at a site. <br /> <br />CLASS C - Other response actions which may include the first year costs <br />associated wtt~ operation and maintenance at a site. This class <br />~nclu~es a'll '~ites where remedi'all~'esign and implementation of response <br />actions (other than Class A or B) such as barrel removals, <br />decontamination, first year ground water pump-out or monitoring, and <br />other activities that are necessary to effect a permanent remedy or <br />cleanup of the site. This class-also includes the design phase in <br />preparation for a response action, such as designing a ground water <br />pump out system or a barrel removal action. <br /> <br />CLASS O - Rmedial investigations and feasibility studies (RI/FS). <br />This class~tnClddes all sites which require investigation of the <br />extent, magnitude and nature of the release or threatened release and <br /> <br /> <br />
