The proposed ordinance that has to be adopted in order for the City to dispose of any property it owns will be available at the meeting. Council Action: Your action will be to review the above proposed ordinance. If there are any changes you desire to make, you should submit them at your October 23, 1984 meeting when you will be acting on said ordinance. We have s~me severe drainage problems that will have to be addressed / by Accordingly, requested City Engineer to the Council. I have the ~ prepare a map which shes the location of the areas where we have a ~ drainage problem. ~ Example- Enclosure (D2-n) pertains to Mr. Battenberg who came bef,ore ~ you during citizen input at your September 10, 1984 Council meeting ~ about his problem with wetlands and 'the DNR. W.e met with him and the ~ DNR on September 14, 1984 at his residence and it is rather shocking ~ ~ to see h~w this high water table is taking away his land and he can't ~ do a thing about it. As you can see by the enclosure, he has very ~ little usable property left out of his one acre parcel. The worst ~ part is that if we have the same winter and spring as last year, he ~ and his neighbors will have real problems. ~ We also have severe problems in the Flintwood First Addition with high ~ water. Mr. Edberg has suk~itted a bill to the City of Ramsey for dam- ~ ages caused to his place by the high waters. Mr. Edberg's bill is also ~ . contained in enclosure (D2-n). .¥ ~ It is for these reasons that the City has to take a serious look at ~ ~ these drainage problems and inform the citizens what the City intends ' ~ to do about them. As stated above, the City Engineer will be review- ~ ~, ~ lng these drainage problems with you.
