Metropolitan Council Meeting of 10.11.84 Business Item No. C-2

DATE:

TO:

SUBJECT:

METROPOLITAN COUNCIL
Suite 300 Metro Square Building, Saint Paul, Minnesota
291-6359

S5101

REPORT OF Tile METROPOLITAJ~ SYSTEMS COMMITTEE
Referral Report No. B4-107

October 3, 1984

~tropolitan Council

Metropolitan Waste Control Conmnission (MWCC) Request for
1984 Capital Budget Amendment for Ramsey Interceptor Second Connection
Metropolitan Council Referral File No. 11409-7 (Resolution 84- )

BACKGROUND

At its meeting of Oct. 1, 1984 the Con~ittee considered the attached report.

ISSUES AND CONCERNS

The estimated cost of this amendment is $420,000. This project is currently in
the 1985 Capital Budget at an estimated cost of $370,000. It was explained
that the city of Ramsey was able to proceed with its local collection system
quicker than the MWCC anticipated and the city will need an outlet for its
collection system by the end of this year.

The committee questioned the difference between the costs in the 1984 budget
and the 1985 budget. It was explained that the MWCC has recently taken b~ds on
this project and the estimated cost was higher than estimated. The bid price
was approximately $398,000 and with contingencies and engineering costs it is
estimated that the total project cost will be $420,000. Therefore, this is a
$50,000 increase over the 19B5 budgeted amount. The con~ittee then questioned
the source of funds. Mr. Frost explained the MWCC°s budgeting and cash flow
process. The funds ~dll come from future bond sales, based on the MWCC's cash
flow needs; therefore, there is current funding available for the MWCC to
proceed ~dth this project w~thout bonding for additional funds at this time.
Attached is a letter from Peter Meintsma, HWCC Chair, explaining the
Cm~ission°s budgeting and cash flow process.

The con~nittee also questioned why there is not a deduction in the 1985 Capital
Budget. Mr. Frost stated there will be a deduction of $370,000 if the 1984
budget is amended.

RECOPl4ENDATION

That the Metropolitan Council approve the attached resolution which approves
a MWCC 1984 Capital Budget amendment of $420,000 for the construction of the
Ramsey Second Interceptor Connection.

Respectfully submitted,

Carol Flynn, Chair
SE1687-PH£NV2
