I I I I I I I I I I I I I ! m DATE: TO: FROM: METROPOLITAN COUNCIL Suite 300 Metro Square Building, Saint Paul, Minnesota 612-291-63S9 55101 SUBJECT: September 24, 1984 Metropolitan Systems Committee Environmental Planning Department (jack Frost) Metropolitan Waste Control Commission (MWCC) Request for 1984 Capital Budget Amendment for Ramsey Interceptor Second Connection Metropolitan Council Referral File No. 11409-7 INTRODUCTION The MWCC at its September 18, 1984 meeting requested the Metropolitan Council to amend the 19B4 Capital Budget increasing the amount authorized for project 83-62, Ramsey Second Interceptor Connection, by $420,0D0. This project is in the 1984 Capital Budget as a Step 2 project for the design of the proposed facilities. AUTHORITY TO REVIEW Under the provisions of Sect. 743.163, Subd. 2, the MWCC is required to submit its annual capital budget to the Council by August 1 of the preceding year. The Council must act to approve or disapprove, in Sole or in part~ the pro- posed budget by October I of the same year. The MWCC adopts the f~nal budget and files it with the Council by December 20. This activity was carried out in 1983 for the MWCC 1984 Capital Budget. The MWCC may request that the Council approve an amendment to the Capital Budget to transfer appropriations or for other purposes at any time following the MWCC's adoption of the final budget. The 1984 Capital Budget has been adopted by the MWCC. BACKGROUND The Ramsey Second Interceptor Connection was approved as part of the MWCC°s 1982-1986 Development Program. This project was initially identified by the city of Ramsey as part of its comprehensive plan. The city established the need for this facility to relieve failing septic tanks in the eastern part of the city in the Rum River watershed. It was projected that this project would not be needed until 19B5 and as such it was included in the MWCC's 1985 Capital Budget. However, the city has recently obtained approval to proceed this year with the sewertng of this problem area and the ctty wtll need an outlet at their border to allow connections into the local collection system. In order for the MWCC to proceed with the construction of its interceptor a budget amendment is recmmnended.
