I
I
I
I
I
I
I
;I
I
I
I
I
I
I
I
I
I

November 30, 1984

TO: Lloyd Scknelle
FRUq: Chief Auspos
RE: Replacement Officer

I received, on 11-29-84, a letter from Officer Mike Eason notifying
me of his intention to terminate his employment as of December 14,
1984 and I have enclosed a copy of that letter with this memo. I
will be discussing this further with him but since he put this into
written form and considering that there have been no recent or sharp
philosophical breaks between the department and him, I will take the
letter as his binding decision. I will be discussing this development
with Jeanne Haapala to determine benefits he will be due upon termination.

As you receive this memo, you will also receive another, regarding an
eligibility list of hiring an additional officer for 1985. I would
like to replace Officer Eason inmediately upon his effective termination
date since that date is the first day of his six day duty pattern and
we need the officer then, particularly with the holiday season being
so close at hand.

I have selected the number one person, Jeffrey Arneson, as my recom-
mendation for the position. He is a former police officer whose resume
I include with this memo. His wide range of experience on the street
and his schooling make him, from an investment viewpoint, the obvious
best choice. I have talked with many officers he previously worked with
and he is highly recommended. He is familiar with our area due to his
previous work in Anoka and his previous residence in the Anoka area.

I propose that he be hired with a one year probationary period and receive
during that year 79% of top patrol wage, which figure is our established
first year step.. At the end of his probation his performance would be
reviewed and he should, if the review is favorable, then be advanced to
the top patrol wage. Ail other benefits would start at the normal city
rate and progress from that point.

1984 Top Patrol Wage = $2,335/month. 79% of that is = $1,845/month.

For 1985 projected Top is $2,451/month. 79% of that is = $1,936/month.

Officer Eason's projected pay for 1985 = $29,412 + ProPay = $30,294
Replacement officer projected pay 1985 = 23,232

difference $ 7,062

MGA
