I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />TO: Mayor and Councilmembers <br /> <br />FROM: ' City Administrator <br /> <br /> Staff Report for March 1984 <br /> <br />1) Legislation - The following is hereby submitted on this issue: <br /> <br /> a) State local aid to cities - I spoke to Representative Ernie Larsen on this issue <br />last week and he said that our request to have the population adjustment was in the <br />mill. Hopefully we will get this through during this session. We have requested that <br />it be applied to our 1984 local aid. <br /> <br /> b) Small business tax credit - Representative Larsen gave Don Greenberg a copy <br />of a proposed piece of legislation that will benefit the small home owned businesses. <br />Please refer to enclosure (D3-d) for this proposed legislation. <br /> <br />Summary - It should be noted that we are not requesting a change in the local <br />government aid formula during this session. We are only asking that the City of Ramsey <br />be given credit for the 3,117 citizens that was denied to the City under the old law. <br /> <br />Z) Legal - The following is hereby submitted on this issue: <br /> <br /> a) Lawsuit in regards to City newsletter - The attorneys for both sides took <br />depositions on this case on March 8 and 1S, 1984. It appears that they will be taking <br />several more depositions before going to a summary judgment. <br /> <br /> b) State aid case - This was discussed March 19, 1984 at the Attorney-Client meeting <br />in which it was decided that the City will appeal the summary judgment finding. <br /> <br />3) ~Vorkshop (Council, Commission Chairperson and City Staff) - '~e will have to set <br />another meeting date to accomplish the following: <br /> <br /> a) Funding of non-profit organizations - The Council, at their regular meeting <br />of February 28, 1984, requested that this issue be placed on the workshop agenda to <br />discuss what the City's policy should be in regards to requests for funding of these <br />types of organizations (senior citizens, Alexandra House, etc.). <br /> <br /> b) Summarizing of workshop meeting to establish City policies and goals on things <br />discussed - This would have to be in a resolution format. <br /> <br />Summary - Council should set a meeting date for another workshop meeting. <br /> <br />LG S :pi c <br /> <br /> <br />
