I <br />I <br />I <br />I <br />I <br /> <br />m <br /> <br />Re: Septic system ordinance <br /> <br />Dear Resident: <br /> <br />The Ramsey City Council has adopted an updated on-site sewage systems ordinance <br />in compliance with the Comprehensive Plan for the City of Ramsey as required <br /> by The Metropolitan Council. <br /> <br />The intent of the ordinance is to ensure adequate performance of all on-site <br />septic systems and to protect public health. It is hoped that City management <br />of septic tank pumping may delay the need for municipal sewer in parts of the <br />city by reducing the occurence of failed drainfield as a result of proper <br />septic tank maintenance. <br /> <br />The ordinance specifies that existing septic systems shall be inspected for <br />compliance. Every individual septic system in the City of Ramsey shall be <br />inspected by the plumbing inspector, his designated representative or the <br />homeowner every twenty-four (24) months to ensure compliance with the <br />ordinance. <br /> <br />The purpose of this letter is to inform homeowners in the City of Ramsey of <br />their obligations to the requirements of the inspection and septage pumping <br />portions of this ordinance. A complete copy of the ordinance can be obtained or <br />reviewed at the City Hall. Following is a summary of the ordinance requirements. <br /> <br />The City is required to set up a program to inspect on-site systems every <br />24 months and make sure they are operating in accordance to both the <br />Minnesota Pollution Control Agency's and the City of Ramsey's codes. <br /> <br />The biennial inspection shall determine the need for sludge and/or scum <br />removal from the septic tanks. This can be done by using a pole with a 3" <br />X 3" piece of plywood attached to the bottom. To measure the location of <br />the scum, force the pole through the scum layer and raise the pole until <br />resistance from'the bottom of the scum is felt. The bottom of the outlet <br />ba~o an -h ge layer can be located in the same manner. The tank <br />should be cleaned when: "A" the scum is less than 3" above the outlet <br />baffle or "B" the sludge is less than 12" below the outlet baffle. See the <br />sketch on the attached Maintenance Report. Both distances "A" and "B" must <br />be reported. <br /> <br /> <br />
