I
I
I
I
I
I
I
I
I
I
I

I
I
I
!
I

Mr. Carson stated that all NDH has received so far is concept approval of PUD
from Planning and Zoning.

Mr. Goodrich reiterated that all Council is approving tonight is concept only.

Mr. Schnelle cautioned against demanding too much from developer and causing
developer to incur expenses before necessary.

Mr. Goodrich - At this point in time, NDH is not within the ordinance; before
Council can give official preliminary plan approval, all items required by
ordinance must be submitted. Tonight, if Council approves the general concept,
the developer will provide what is required by ordinance for approval and then
it will go for zoning change.

Duane Erlien - 7108 159th Lane - Inquired if the PUD would be served by Anoka'a
public utilities system or will Ramsey build it's own system? Will the developer
incur the cost of development and operation of that system?

Mayor Gamec - A system will be built in Ramsey. We are looking at a self-
contained system and all costs will be paid by the developer. If you are
not hooked up to the system and live outside that area you will pay '0'

Duane Erlien - Inquired if there is a minimum lot size in Ramsey and what is
the size of lots planned for the PUD.

Mayor Gamec - Lot size varies -- 1 unit in 10 acres, one unit in 2% acres,
10,000 square feet where public utilities are available.

Mr. Carson - PUD allows for up to 15 units per acre and the developer is
proposing 6% units/acre.

Duane Erlien - Moved to Ramsey because of the country atmosphere and prefer
to keep it that Way; don't like to see high density housing in Ramsey.

Mr. Carson - This particular area is zoned~urban and this has been the planning
concept for the last 10-12 years

Mayor Gamec - This has been in the planning for the City as far back as 16
years ago when I served on P & Z. Mr. Miller, who is in the audience, also
served on P & Z at that time and can verify this.

Karen VanderLee - 5441 142nd - Never knew of meetings between residents of
Flintwood I and Mr. Carson. Also feel the same about keeping Ramsey's country
atmosphere. Have not talked to a single Ramsey resident who supports this
project. W~ checked the zoning in this area before moving to Ramsey and
were told nothing of these plans. There are a number of businesses in the
area but they pose no problem as they are all quiet after 6:00 p.m.

Mayor Gamec - The City has put burden and cost on landowners by ordinances;
if the developer can meet those requirements he has the right to develop.
Better than % of Ramsey will never have sewer and water. As you look at
development occuring, eventually it starts in your city. We don't have to
promote development -- it depends on the developer and how much they want to
spend to do it.

Kareh VanderLee - Where can we go in Ramsey for country atmosphere and not
have Council change the zoning?

C/January 10, 1984
Public Hearing
