I
I
I
I

P~fer to Page 5, Paragraph 11, of these minutes for further action
regarding the approval of the February 28, 1984 meeting minutes.

NOTE CITY COUNCIL MINUTES

Charter Commission noted regular City Council minutes dated February 28, 1984.
LETTERS AND COMMUNICATIONS

Charter Commission noted letter from Mr. Ben Deemer of the Planning Commission.

I
i

I
I
I
I
I
I
I
I
!
I
I
I
I

COMMISSION BUSINESS

Commission consensus is to review and respond to Mr. Ben Deemer's letter.

Item #1:

Mr. Deemer's Comment: "Whatever happened to good old fashioned page numbering
of documents? You are not writing a document to impress someone with your
knowledge of bureaucracy, you are Writing something the ordinary citizen can
understand."

Commission Response: The page numbering system utilized was for clarity sake
during charter preparation and designates chapter, page number of that chapter
and charter draft revision number, i.e., 4-1/7 represents 4th chapter, page 1
of that chapter, 7th revision.

Item #2:

Mr. Deemer's Comment: "Page 4-1/7 - The use of he/she and his/her as parts of
the document could be replaced by ~they' and 'their~ Use of this type of
English should be reserved for lawyers who didn't pass in English. 'They' is
the "indefinite singular antecedant", used in place of the definite masculine/
femine he/she. 'Their' is also used to replace his/her after an indefinite
singular antecedant. Although your use is not wrong, it is incorrect grammar,
and occurs on Page 4-1/7 and 5-1/7."

Commission Response: This point is rather insignificant and no action will be
taken by the Commission.

Item #3:

Mr. Deemer's Comment: "Page 5-2/7 - 'last city wide election' - in Section
5.03. It is conceivable that the last city wide election could have been a
special election with very few voters, thereby lowering the number of signatures
required for petitions, and the situation could be self perpetuating. With the
low number of percentage required, the phrase 'last presidential election' or
'last statewide election' would serve the majority of the people better."

Commission Response: Commissioner Gamec did attend the March 6, 1984 meeting
of Planning and Zoning and at that time Commissioner Gamec pointed out to
Mr. Deemer that the required number of signatures required on a petition is
not based on the number of voters at the last City wide election, but rather
on the number of registered voters at the time of the last City wide election.

CC/March 8, 1984
