He stated that at some point a plan will need to be <br />developed. <br />Mayor Strommen confirmed the consensus of the Council to not take action on this item tonight <br />and revisit the topic when the timing is right. <br />7.08: Consider Advance Purchase of ProjectDox (Electronic Plan Review for Building <br />Permits) <br />Community Development Director Gladhill reviewed the staff report noting that staff <br />incorporated findings from the customer survey for building permits to identify two trends, more <br />online/self-service options, and faster plan review turnarounds. He recommended that the <br />Council approve the purchase of ProjectDox in advance of final approval of the 2017 General <br />Fund Budget. <br />Councilmember Riley left the meeting. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to authorize the <br />purchase of ProjectDox in advance of final approval of the 2017 General Fund Budget. <br />Further discussion: Councilmember LeTourneau stated that while this is a large investment, this <br />will also save staff time and add convenience for developers. He believed that this is a good idea <br />and a good step for the City to take. Mayor Strommen agreed that the time needed to issue <br />building permits is a number one priority and should move with the direction of technology. She <br />stated that the return on the investment will be the saved staff time and convenience for users. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Johns, <br />Shryock, and Williams. Voting No: None. Absent: Councilmember Riley. <br />7.09: Northstar Corridor Development Authority (NCDA) Status Review <br />City Administrator Ulrich reviewed the staff report providing an update on the Northstar <br />Corridor Development Authority (NCDA), noting that Councilmember Johns will be asked to <br />vote on the dissolution of the NCDA on December 1'. He noted that the major elements of the <br />line have been completed and there is less enthusiasm to extend the rail to St. Cloud and <br />therefore the recommendation from the agencies involved have been to dissolve the NCDA. He <br />noted that the EDA also supports moving ahead with the dissolution as the organization has <br />served its purpose. <br />Councilmember Johns stated that a portion of the NCDA will be dissolved and a portion of the <br />Executive Committee will remain as there is still a priority to extend the line to St. Cloud in the <br />future when the opportunity arises. <br />8.
