I
I
I
I
I
I
I
I
I

Commissioner Buchanan stated that the Charter meeting date and time are not
posted on the Community Sign.

Commissioner Gamec stated that he is opposed to advertising regularly
scheduled Council and commission meetings on the Community Sign; that there are
very important community events that should be advertised on the Community Sign
rather than established meeting dates and times.

Commissioner Data also noted that a more specific s~ary has been requested
by the public regarding the differences between a statutory form of government
and a charter form of government.

Commission consensus is that such a summary will be prepared and distributed
by way of a city wide mailing just prior to the charter election in order to
draw attention to the issue.

Commissioner Gamec brought up the subject of the city newsletter that the
charter will establish and stated that the publishing of a city newsletter
may be prohibited by the pending law suit.

Discussion ensued regarding the lack of citizen interest in the preparation
and contents of the charter.

Chairman Heitman stated that the attitude 'you can't fight city hall', on a
local, State or Federal level, is a real conception. This charter is an
opportunity for the citizens to insert their will into government with
relative immediacy. If the citizens come to that realization, hopefully
we will see a change in citizen participation in their government.

Commission consensus is that posters will be placed at public locations in
Ramsey designating the next Charter information meeting as March 22, 1984
at 7:30 p.m. at the Ramsey Municipal Center.

ADJOURNMENT

Motion by Commissioner Bauerkemper and seconded by Commissioner Greenberg to
adjourn this regular meeting of the Ramsey Charter Conm%ission.

Motion carried. Voting Yes: Chairman Hei~an, Commissioners Data, Ga/nec,
Greenberg, Sieber, Buchanan, Bauerkemper and Lichter. Voting No: None.
Absent: Commissioner Titterud.

The meeting adjourned at 9:27 p.m.

R~spectfully submitted,

Sylvia Frolik
Secretary

CC/March 8, 1984
