I <br />I <br />I <br /> <br />Chapter 10 - Franchises - Essentially, the Charter Commission has established <br />a skeleton to be used in the event of franchises in the City. Commissioner <br />Sieber pointed out that a franchise means any operation that puts things <br />on, under, over, around and through what the City maintains. <br /> <br />Chapter 11 - This chapter covers public utilities operation in the City. <br /> <br />'1 <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Chapter 12 - This chapter establishes that laws that are currently in <br />contradiction with the Charter upon it's adoption will be changed to <br />operate in harmony with the charter. Tne most significant introduction <br />in this chapter is the fact that it requires the establishment of a City <br />newsletter. <br /> <br />Citizen In~ut <br /> <br />Dick Hartman - 5515 152nd Avenue NW - How many more public meetings will the <br />Charter Commission be conducting? <br /> <br />Chairman Heitman - The Charter Commission is at the point of 'is this draft <br />what we want?' and 'should we present it to Council?' We need another legal <br />review and that should be complete within a week. All citizens have been <br />notified of this meeting and the essential points of the charter. The charter <br />has to be approved by the Charter Commission and submitted to Council for <br />setting of an election date and published in the paper -- once it is published <br />it no longer can be modified. If an error is discovered at that point, the <br />charter should be voted down. We have not make a gross error because we <br />have had legal counsel and long meetings. All meetings have been public; <br />we have solicited information from public and professionals; we have put <br />together a sound document. We are approaching sign off, but we will not <br />know for sure until after tonights meeting. <br /> <br />Commissioner B~uerkemper - Once the charter is submitted to the City, the <br />Charter Commission will continue to conduct public meetings on the second <br />and fourth Thursday of the month during that 90 day span before the election. <br /> <br />Chairman Heitman - Once the charter has been submitted and published in the <br />paper, the public meetings will be that of informing the people what is in <br />the charter. <br /> <br />Dick Hartman - Just received notification of this meeting on Monday, you <br />could have had a better turn out if there had been more notice. Know of <br />some people who did not get their notice. <br /> <br />Dennis Donovan - Did not receive notice of this meeting; his area never <br />receives postal patron delivery. <br /> <br />Commissioner Gamec noted that the portion of Ramsey in the Elk River district <br />not not receive meeting notices either. <br /> <br />Mr. Harlan Beyer - 6410 164th Lane - Three or four days notice of a public <br />meeting is not sufficient. <br /> <br />Chairman Heitman - Charter Revision #3 has been around since November; the <br />changes from that revision are not all that significant.
