Chapter 8: In the newly numbered Section 8.05.01, 12th~!line from the
bottom of the page, add a ';' after the word 'proceedings'.

33.

Chapter 8: In the newly numbered Section 8.05.02, fifth line, add the
phrase "a number of registered voters equal to" between the words 'by'
and 'at'.

34.

Chapter 8: In the newly numbered Section 8.05.03, second line, insert a
period after the word 'bids' and delete the phrase "provided, that" and
capitalize the word 'it'.

35. Chapter 8: In the newly numbered Section 8.05.03, add the word 'for' to
the end of the first line.

Discussion ensued regarding the public meeting scheduled for February 15, 1984.

Commissioner Data stated that to ignore requests to delay the public meeting
is bad politics.

Commissioner Buchanan stated that his prime reason for wanting to present the
charter to Council as soon as possible is to insure than an election can be
held prior to school letting out so that the voters will have more access to
having a say in the charter. If the charter election is delayed until summer,
people will have to make a choice between voting on the charter and summer
vacation plans and he does not want to have to force the voters to make that
choice.

Commissioner Bauerkemper noted that all the Commissions have been receiving
copies of charter Commission~minutes; those commissioners will not study the
document any more in the next 30 days than they have in the past months.

chairman Heitman stated that the two reasons for a public hearing are:

1. Receive input from citizens

2. Convey to citizens what has been inputted.

Chairman Heitman further commented that these two same options have been available
to the citizens the second and fourth Thursday of every month.

Commissioner Lichter stated that he has lived in Ramsey 7 years and he has
never received 30 days notice on anything. There is a development being
proposed by Council and a developer, they wanted a meeting scheduled with
the residents of Flintwood I and the residents of Flintwood I had a total of
18 hours notice. Commissioner Lichter stated that he would like to remain
with conducting the meeting on February 15, 1984.

Commissioner Buchanan pointed out that the public meeting date was noted in
Charter Commission minutes three weeks ago.

Chairman Heitman noted that conducting a public hearing on the first charter
draft does not preclude conducting a public hearing on the fifth charter draft.
The people will have to vote on the document we present and the Charter
Commission would be foolish to present something they did not feel was good.

CC/February 9, 1984
