Members Present: Councilmeut~r Al Sorteber9 Councilm~nber Gary Reimann Also Present: Acting City Administrator/City Attorney Willi~ Goodrich Police ~hief Michael Auspos City Engineer Peter Raatikka Mr. Ooodrich called the meeting to order at 8:13 a.m. CITIZEN INPUT fY]MMI~R BLI~q T N F.q ~q ,Of Police Officer ~tmm Anderson; Mr. Goodrich reported that Officer Tom Anderson has sukmitted his resignation from the Ramsey Police Department. Police G~ief Auspos requested authorization fr~m the Personnel C~mmit~ to take steps to replace Officer Anderson. Personnel Committee authorized Police (hief. Auspos to proceed to replace Officer Anderson. Councilmember Reimann stated that at the Deoember Council meeting Councilmember Cox expressed concern with the mount of overtime logged by Police (~ief Auspos; that he was under the impression that the hiring of an additional officer would give 24 hour coverage and eliminate overtime. Police G~ief Auspos stated that possibly Councilm~mber Cox misunderstood; there is no way adding an 8-hour shift coverage would also eliminate overtime. Mr. Auspos stated that shift coverage is still necessary in instances of illness, vacation and court appearance as Ramsey does not have redundancy. ~ere is only one officer for each 8 hours, except be~;een the hours of 6:30 p.m. and 3:00 a.m., ~ours which Mr. Auspos does not want an officer on duty alone. Mr. Auspos presented figures which show that the cost of overtime would double if the officers were covering the overtime rathe~than himself; in effect, Mr. A~spos' covering the overtime has reduced the amount of increase in overtime Page 1 Of 4
