Goodcich reported that the employment oontract has been forwarded to Mr. <br />Hartley. M~. Goodrich stated that the minutes of state Mr. ltartley is to <br />receive $140/month for health insurance. '~he minutes cl0 not specify ii his <br />health insurance benefits are floating, as ts the case with other <br />administration staff or if the $140 a set figure for the term of the ~ontract. <br /> <br />Personnel con~ittee ~onsensus was that Mr. Hartley's health insurance ber~fits <br />are a floating figure. <br /> <br />councilmenber Reimann inquired if the employment a~ntract states that Mr. <br />Hartley's performance will be reviewed annually to determine future goals, <br />whether or not an additional ompensation is justified, or if employment should <br />be ceased. <br /> <br />Mr. Goodrich replied that the ~ontract does incl~e language that will allow <br />for termination of ~ployment but it does not state annual performance reviews. <br /> <br />~he Personnel Co~ittee requested that Mr. Ooodrich place the subject of annual <br />performance reviews on the Council a~enda for discussion. <br /> <br />~he Personnel co~ittee stated that they would like to see a statement of goals <br />from the Administrator within 2 months after ooming on board and annually from <br />that time forward. <br /> <br />Personnel Co~ittee reminded Mr. Goodrich to have Mr. Sartley bonded as of <br />February 1, 1986. <br /> <br />Mr. Goodrich stated that Mr. Walter Johnson is on board working 1/2 days, 5 <br />days a week and there seeas to be no problems. <br /> <br />~he Personnel Co~it~ requested Mr. Goodrich to mcct with Mr. Wirz to irfom <br />him that Mr. Johnson is under his jurisdiction and he will be responsible for <br />reporting on Mr. Johnson's work reoord. <br /> <br />~he Personnel co~ittee received a m~o from City Planner Anne Norris <br />substantiating the need for additional clerical assistance in the City office. <br /> <br />Councilmember Reimann stated that he is not in favor of hiring any additional <br />full time employees unless there is a real r~cd. <br /> <br />Mr. Goodrich stated that the need oould be better dec~ented by a full-time <br />City Administrator and suggested that exl~ng the existing ~art-time clerical <br />position to full-time be t~hled until Mr. Hartley is on board. <br /> <br />A brief discussion ensued regarding the City Newsletter.
