Mr. Goodrich ~tated that the ~inutes of state Mr. Rartley is to receive $140/nonth for health insuranoe. ~he ninutes clo not epeci~y if his health insurance benefits are floating, as is the case with other administration ~taff or if the $140 a set figure for the tern of the oontract. Personnel Committee consensus was that Mr. Hartiey's health insurance benefits are a floating figure. Councllmember Reimann inquired if the ~ployment oontract states that Mr. Bartley's perfomance will be reviewed annually to detemine future 9oal~, whether or not an additional compensation is justified, or if ~ployment should be ceased. Mr. Goodrich replied that the contract does inclt~le language that will allow for termination of ~ployment but it does not state a~ual performance reviews. ~he Personnel (lm~ittee requested that Mr. (txxlrich Dlace the subject of annual perfomance reviews on the Council agenda for discussion. ~he Personnel Committee stated that they would like to see a statement of goals from the Administrator within 2 months after ooming on board and annually from that time forward. Personnel Committee rsninded Mr. Goodrich to have Mr. Hartley bonded as of February 1, 1986. Mr. Goodrich stated that Mr. Walter Johnson is on board working 1/2 days, 5 days a week and there seens to be no probl~s. ~he Personnel Committee requested Mr. (bodrich to meet with Mr. Wirz to ir/om him that {ir. Johnson is under his jurisdiction and he will be responsible for reporting on Mr. Johnson's work record. ~'a-qe t7-- Discussion Roaardina A Full 9~ime Clorical tlasition_- ~he Personnel Co~ittee received a m~o from City Planner Anne Norris substantiating the need for additional clerical assistance in the City office. Councilmember Reimarm stated that he is not in favor of hiring any additional full time employees unless there is a real Mr. Goodric~ stated that the need could be better documented by a full-time City Administrator and suggested that expanding the existing part-time clerical position to full-t~ be tabled until Mr. Bartley is on board. A brief discussion ensued regarding the City Newsletter. Mr. (k~xirich infomed the Personnel Omm~ittee that he and Ms. Frolik will be meeting with the publishers on January 10 and will report the results of that mccting to Council.
