January 14, 1986 <br /> <br />To: <br />From: <br />Re: <br /> <br />Bill Goodrich <br />Chief Auspos <br />Hiring Replacement Officer <br /> <br /> In order to continue on with our 24 hour police coverage I <br />would like to replace Officer Anderson as soon as is possible. <br /> <br /> I have interviewed f~ve persons who are currently holding ac- <br />tive peace officer's licenses and could start work after their o~m <br />mininml notices to their current employers. All have previous police <br />experience so they would need only a week or so of doubling up with <br />another officer to become familiar with Ramsey's geographical lay- <br />out. Because Officer Anderson was on the "power shift" when he resigned <br />the new officer will already be working with someone at all times be- <br />cause that shift normally nas two officers on duty. l~is will cause <br />minimal schedule disruption and overtime expenditure ~urlng the ~ran- <br />sition. <br /> <br /> I have selected, out of those five, James J. Singewald, who is <br />currently ~r~ing as a full-~ime officer in St. Franc~s. Prior to <br />that he worke~ as a patrol officer for the Jordan Police department <br />for one and one-half years. He comes well recommende~ by local law <br />enforcemen~ officers who have wor~ed wit~ him an~ his references speak <br />highly of his capabilities. During his time with St. Francis, he has <br />done a lot of work with juveniles from the St. Francis and Bethel area <br />and is very comfortable in public speaking. Since those were Officer <br />Anderson's strong points also Singewald would fit in quite well and <br />prevent us from losing those valuable assets possessed by Tom. He <br />is also a registered Emergency Medical Technician. <br /> <br /> I would propose to start him at the first year (starting) wage <br />for patrol officers, that being $24,068 per ~earh for 1986. H~' <br />would serve a one year probation period and receive the normal city <br />benefits under the police contract and would advance to the top patrol <br />rate at the start of his fourth year as is also laid out in the con- <br />tract. <br /> <br /> Upon council approval of my selection I would only need to pro- <br />vide him with a notification of acceptance and obtain from him a <br />copy of a recent psychological exam (which he has had) and a letter <br />from a physician. I would very much like to have him working by FeD- <br />~u~lst, 1986. <br /> <br /> <br />
