January 14, 1986 To: From: Re: Bill Goodrich Chief Auspos Hiring Replacement Officer In order to continue on with our 24 hour police coverage I would like to replace Officer Anderson as soon as is possible. I have interviewed f~ve persons who are currently holding ac- tive peace officer's licenses and could start work after their o~m mininml notices to their current employers. All have previous police experience so they would need only a week or so of doubling up with another officer to become familiar with Ramsey's geographical lay- out. Because Officer Anderson was on the "power shift" when he resigned the new officer will already be working with someone at all times be- cause that shift normally nas two officers on duty. l~is will cause minimal schedule disruption and overtime expenditure ~urlng the ~ran- sition. I have selected, out of those five, James J. Singewald, who is currently ~r~ing as a full-~ime officer in St. Franc~s. Prior to that he worke~ as a patrol officer for the Jordan Police department for one and one-half years. He comes well recommende~ by local law enforcemen~ officers who have wor~ed wit~ him an~ his references speak highly of his capabilities. During his time with St. Francis, he has done a lot of work with juveniles from the St. Francis and Bethel area and is very comfortable in public speaking. Since those were Officer Anderson's strong points also Singewald would fit in quite well and prevent us from losing those valuable assets possessed by Tom. He is also a registered Emergency Medical Technician. I would propose to start him at the first year (starting) wage for patrol officers, that being $24,068 per ~earh for 1986. H~' would serve a one year probation period and receive the normal city benefits under the police contract and would advance to the top patrol rate at the start of his fourth year as is also laid out in the con- tract. Upon council approval of my selection I would only need to pro- vide him with a notification of acceptance and obtain from him a copy of a recent psychological exam (which he has had) and a letter from a physician. I would very much like to have him working by FeD- ~u~lst, 1986.
