RAPIDS <br /> <br />December 13, 1985 <br /> <br />! <br />I <br />I <br />I <br /> <br />I <br /> <br />City Clerk <br />City of Ramsey <br />15~53 Nowthen Boulevard <br />Ramsey, Minnesota 55303 <br /> <br />Dear City Clerk: <br /> <br />Subject: <br /> <br />Lower Rum River Water Management Organization <br />Administrative Funding <br /> <br />In July and August, 1985, the cities of Andover, Anoka, Coon <br />Rapids, and Ramsey entered into a Joint powers agreement forming <br />the Lower Rum. River Water Mangement Organiz~ation (LRRWMO). A <br />copy of the agreement is attached to this letter for your file. <br /> <br />Since the first meeting of the Board, held September 5, 1985, <br />officers have been elected (as shown at the bottom of this <br />letter) and an attorney and an engineer have been selected. <br /> <br />The Board is now in the process of performing the following <br />administrative functions: <br /> <br />! <br />I <br /> <br />1. Entering into a formal contract with Bart Engineering for <br /> engineering services. <br /> <br />2. Setting up an accounting system. <br /> <br />3. Drafting a Water Management Plan as required by State law. <br /> <br />The above activities mean that the Organization will soon be <br />incurring costs for services from outside sources. As shown in <br />Appendix A of the joint powers agreement, each city agreed to <br />supply a certain dollar amount to cover annual administrative <br />costs. This amount is based on an annual operating budget of an <br />estimated $12,500. Each city's cost is based on a combination of <br />50~ area and 50% valuation. The results (from Appendix A) are <br />shown below: <br /> <br />1986 Administrative Contribution <br /> <br />Andover $3,250.00 <br />Anoka $4,000.00 <br />Ramsey $4,8?5.00 <br />Coon Rapids $ 3?5.00 <br /> <br />At the December 12, 1985 Board meeting, it was tentatively <br />decided that funds for the LRRWMO would be handled through the <br />City of Anoka Accounting Department, pending further investigation <br />and discussion.
