I I I I City Clerk City of Ramsey 15~53 Nowthen Boulevard Ramsey, Minnesota 55303 Dear City Clerk: Subject: Lower Rum River Water Management Organization Administrative Funding In July and August, 1985, the cities of Andover, Anoka, Coon Rapids, and Ramsey entered into a Joint powers agreement forming the Lower Rum. River Water Mangement Organiz~ation (LRRWMO). A copy of the agreement is attached to this letter for your file. Since the first meeting of the Board, held September 5, 1985, officers have been elected (as shown at the bottom of this letter) and an attorney and an engineer have been selected. The Board is now in the process of performing the following administrative functions: ! I 1. Entering into a formal contract with Bart Engineering for engineering services. 2. Setting up an accounting system. 3. Drafting a Water Management Plan as required by State law. The above activities mean that the Organization will soon be incurring costs for services from outside sources. As shown in Appendix A of the joint powers agreement, each city agreed to supply a certain dollar amount to cover annual administrative costs. This amount is based on an annual operating budget of an estimated $12,500. Each city's cost is based on a combination of 50~ area and 50% valuation. The results (from Appendix A) are shown below: 1986 Administrative Contribution Andover $3,250.00 Anoka $4,000.00 Ramsey $4,8?5.00 Coon Rapids $ 3?5.00 At the December 12, 1985 Board meeting, it was tentatively decided that funds for the LRRWMO would be handled through the City of Anoka Accounting Department, pending further investigation and discussion.
