Ramsey, MN 55303 Re:Whispering Pines Estates Plat 5 Final Plat Dear Counci~ Members: We have reviewed the above referenced final plat and accompanying construction plans and specifications. Following is a list of comments relating to the plat. 1. The City Council approved the prel%minary plat on November 26, 1985, contingent upon meeting the items in my October 31, 1985 letter. 2.Variances were granted to the 2.5 acre minimum lot size and access onto 153rd Avenue N.W. from Lots 1 and 2, Block 1. _ 3. Soil borings have been provided. However, mottling of the soil is shown at elevation 877.5 and the proposed minimum basement elevations on Lots 1 and 2, Block 2 is 878.4. With mottling present, it is questionable if standard on-site wastewate~ ~is- posal systems can be built 9n Lots 1 and 2, Block 2. Addztzonal soil borings should be provided to make sure the lots are buildable. . In review of the final of the 4. plat requirement? City Code, we find that an address map and a resubdiv~sion plan conforming with the final plat layout were not provided. 5. In review of the drainage, a retention pond is proposed on Lot 1, _ Block 2 which has sufficient volume for a 100-year rainfall. 6. In review of the street plans, we find that they are in confor- mance with the City Code.
