I
i
I
I
I
I
I
I
I
I
I
I
I

Honorable Richard Hinkle
December 27, 1985
Page 2

I
I

would be even greater than average. Furthermore, w~ see the drop in
westbound usage to be even more than eastbound because of the added
difficulty for westbound travelers, particularly truckers, to backtrack
and cross opposing traffic lanes during winter driving conditions.

- Unfortunately, Dayton Port more than likely would not qualify against
today's priorities of placing rest area facilities a/ong undeveloped
controlled access freeways and other locations where alternative stop-
ping points are unavailable or few ar~ far between.

None of the above, however, addresses in a positive way the issue you raise of
strong local support for Dayton Port as a year-around facility. Perhaps one
possibility would be to consider the facility becoming a local rather than a
Mn/DOT operated function. Or possibly it could be a joint effort with Anoka
County or the City of Ramsey whereby Mn/DOT could subsidize the operation with
partial funding to~ether with certain highway maintenance services. There has
been some discussion about public/private partnerships with respect to informa-
tion centers.

For y~ur information, extending Dayton port to a year-around operation would
cost an additional $25,000/year in labor alone, plus added cost of heat,
lighting, water, supplies, building maintenance, snow removal, etc.

In closing, I want you to know that it is refreshing and reassuring for ~/DOT
to receive support for one of its services, namely, Dayton Port. If you are
interested in pursuing these or any other ideas, I would be happy to meet with
you.

Sincerely~_

W. M.
