Metropolitan Council Meeting of January 9, 1986 Business Item: <br /> <br />METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota <br /> 612-291-6359 <br /> <br />55101 <br /> <br /> REPORT OF THE <br />METROPOLITAN AND COMMUNITY DEVELOPM~;T COMMITTEE <br /> REFERRAL REPORT NO. 86-2 <br /> <br />DATE: <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />January 9, 1986 <br /> <br />Metropolitan Council <br /> <br />City of Ramsey - Northfork Planned Unit Development <br />Environmental Assessment Worksheet (EAW) <br />Metropolitan Council Referral No. 13B63-1 <br /> <br />BACKGROUND <br /> <br />At its meeting on Jan. 9, 1986, the Metropolitan and Community Development <br />Committee discussed a staff report and recommendations dealing with the review <br />of an EAW for Northfork Planned Unit Development in the city of R~msey. <br />Barbara Senness, Council staff (ext. 419), presented the report and answered <br />questions from the committee. <br /> <br />ISSUES AND CONCERNS <br /> <br />Following are major points of concern raised by the committee:- <br /> <br />The committee questioned R~m~ey's approach to detem-_ining density and concluded <br />that it was not in keeping' with what they ~-e considering in the .~O~iF ~ud <br />· ~h~-ther that it does not mitigate the potential problems associated with small <br />lots developed with on-site syste~. <br /> <br />The comnittee, however, questioned the co~ents on the iegali:y of the city's <br />approach. Jay Heffern suggested that comments such as these were probably not <br />contemplated in the MEQB rules. He also noted that if the city's density <br />policy is iu fact an official control, it would not be apprcprlate for the <br />Comucil to comment and further, he was not s~-e how one would ad~-ess the <br />question of legality from a practical perspective.
