PLANNING: Item A: Adoption of Resolution Approving Findings of Fact for Scopinq Environmental Assessment Worksheet; Case of Northfork P.U.D.: As you recall, the Council approved the first phase of the Northfork P.U.D. However, this approval was conditioned such that arty further developmer, t of the site would have to comply with the require~ents of the Mirmesota Environmental Quality Board (EQB). The developers of the project have started work on the requirements of the EQB. Due to the size of the total proposed develop~t~ent (over 180 units in art ur,sewered area), the plan r,~ust go through a mandatory scoping Er, v~t-orm~er, tal Assessment Worksheet (EAW) process which includes a 30 de). review and c¢,rnrnent period. This review and comr~ent period for the Northfork project eroded on January 15, 1986. At the end of this period, the City Cour, cil must adopt findings of fact which include identifioatior~ of the issues to be addressed in the Environmental tr~'~pac, t Statement (ELS). At the time findings are adopted, the City Council also authorizes a notice of preparation of the EIS for this project Enclosure (D2-a) contains the following items for your inforr,~ation: a) Proposed findings of fact b) Propc, sed resolution adopting findings of fact and authorizing EIS preparation notice Council Action: Your action will be to adopt the proposed resolution approving the findings of fact for the Northfork P.U.D.
