An <br />Enviromental Assesment Worksheet (EAW) has been prepared pursuant to 6 MCAR <br />3.039 M (1)(a). ~he EAW and other pertinent information have been reviewed in <br />acoordance with 6 MG~R 3.030 E to determine the issues regarding significant <br />environmental effects that need to be addressed in the Environmental Impact <br />Statement (E/S). ~he findings and oonclusions of that review are oontained in <br />this doc~ent, l%eferences are cited in brackets at the end of each section. <br /> <br />A. Project Size and Cost <br /> <br />~e proposed project area is approximately 1,253.6 acres and is <br />located in the southwest portion of the City south of Trott Brook and <br />north of Trunk Highway 10/169, extending to the Ramsey-Elk River <br />municipal boundary along Jarvis Street. ~he developuent includes 213 <br />single family residential lots averaging 2.5 acres each and <br />approximately 140,000 square feet of retail/commercial space. The <br />estimated oost of the development excluding the cost of structures is <br />$580,000.00. (FAW) <br /> <br />B. l~rmits and Approvals <br /> <br />Permits and approvals required for the project are DNR approval for <br />any filling of or around wetlands or flood plain areas and a MN/DOT <br />access permit from Trunk Highway 10/169 and permit for railroad grade <br />crossing. (EAW and oo~ments fr~m ~/DOT) <br /> <br />C. Land Use and Local Plans and Ordinances <br /> <br />~he proposed development is located in the City's rural area. ~be <br />proposed land use is consistent with the City's Comprehensive Plan and <br />the City's Zoning Ordinance. ~he density of the proposed development <br />is consistent with Ramsey Resolution $85-82 regarding rural <br />residential densities. (EAW and comments from Metropolitan <br />Gouncil) <br /> <br />D. Topogral~hy, Soils and Geoloc~ <br /> <br />~he topography is a mix of open and rolling wooded land. Lake Itasca <br />and related marsh fields dominate the eastern portion of the site. <br />~he majority of the soils on the site are Hubbard soils which are made <br />up of coarse sand. Other soils include Isan sa~ loa~, Nymore loamy <br />coarse sand, Nym~re loamy sand, Duelm loamy ooarse and marshy areas. <br />Elevations on the site range fr~ approximately 866 to 904 feet above <br />sea level.
