Counctl~e~be~ tntroduoed the following resolution and moved fo~ its ado~ton~ WHEREAS, the City of Ramsey apixoved the first thase of develotment tn the Northfork P.U.D. subject to the developers, North Fork, Inc. completing the require~ents of the ~nvtronmental Quality Soard (EOB) before proceeding with any further develol~ent of the property; and WHEREAS, lqorth Fork~ Inc. has initiated the EQB's requirements by di~tributing an Fmvi~o~ental hsses~ent Worksheet (EhW) for the master plan for Northfork P.U.D.; and WHEREAS, the proposed development consists of 213 single family residential units and a~proximately 140,000 square feet of commercial/retail space; and W~tF2F2~, under the rules of the Minnesota Environmental Quality Board Environmental Review Program, a residential develol~ent with 100 or more unattached units tn an unsewered area ts required to go through a mandatory scoping ~ process~ and WmEIhCAS, the 30-day revie~ and ~ment period for the EA~ ended on 3anuary 15, 1986; and t~mm~s, according to 6 ~{i~R 3.030 E, the City mint adopt findings on the EAW which identify the issues to be addressed in the Environmental Impact Stateuent within 15 days of the close of the 30-chy coment period; and ~, the proposed Findings of Fact were presented to the City Council for Its review on :January 28, 1986,' and W,~.~S, a copy of the proposed Findings of Fact was n~de available to the public on 3anuary 28, 1986 and thereafter a copy has been on file in the office of the City ~chinistrator. NOd ~HEREFORE, BE IT RESCLVED BY ~lE CITY GOUNCIL OF ~. CITY OF RAM~E¥, ANOKA O33NTY, S~I~TE OF MINN~O~, as follows~ 1. ~he City of Ramsey al~roves the Findings of ~act which conclude the issues and alternatives that need to be addressed in the Environmental Impact Stat~ent for the Northfork P.U.D.; a~d I I I I 2. ~he City of l~usey authorizes the Mayor to sign the Findings of Fact~ 3. ~he City of Ramsey directs City Staff to forward a copy of the Findings of Fact and EIS Preparation Notice to the Enviromental Quality Board (EQB) for publication in the ~; and 4. The City of Ramsey directs City Staff to forward copies of the Findings of Fact and EIS Preparation Notice to all persons on the EAW distribution list and to all persons who c~ma~ented on the E~W.
