Mr. Nielson noted that the pole barn has already been constructed on <br />the property and was done so with a building permit that was not necessary as <br />the land is zoned agriculture but Mr. Knudson wanted to be above board about <br />his intentions. <br /> <br />Mr. Volkman - Inquired how many more accessory structures Mr. Knudson would be <br />able to oonstruct. <br /> <br />G0mmissioner ShL~nway - Replied that Ramsey City Code states that agriculture <br />parcels oontaining above a certain ~mount of acreage can have as much accessory <br />structure space as is needed. <br /> <br />Ms. Norris - Stated that it is the use and not the building that is in <br />question; business in not allowed in an agriculture/residential district; <br />additional accessory structure space would not be allowed for business use <br />unless Mr. Knudson reapplied and went through a public hearing to change the <br />conditions. <br /> <br />Debbie Volkman - Stated that her property adjoins Knudson's and noted that <br />there are all kinds of places in Ramsey that are more appropriate for storing <br />commercial vehicles. Presented a petition with approximately 40 signatures of <br />people opposing the granting of the conditional use permit. Stated that she <br />feels the value of her hc~e will decrease because of a business next door. <br /> <br />9he Planning Commission received the petition. <br /> <br />f~airman Peterson stated that the request is not to rezone the area to <br />commercial; the Commission is considering a conditional use permit. <br /> <br />Mr. Nielson - Stated that a conditional use permit has certain restrictions on <br />it and unlike zoning, it doesn't always exist. Zoning does not have conditions <br />attached to it and the o~ner can expand if he is within the zoning guidelines. <br />A conditional use permit can be conditioned so as not to allow for expansion <br />and violations will serve as cause to lift it. <br /> <br />Resident - 15355 Eland - Irguired if there is a time period on the permit; if <br />the permitted use applies to the property or the landowner; who will monitor <br />the operation to ~ake sure the permit is not being violated; and noted that Mr. <br /> February 4, 1986 <br /> <br />Page 2 of 4 <br /> <br /> <br />
