PARK AND RECREATION COMMISSION
CITY OF RAMSEY
ANOKA COUN~h'
STATE OF MINNESOTA

A regular meeting of the Park and Recreation Commission was held on Thursday,
January 16, 1986 at the Ramsey Municipal Center, 15153 Nowthen Blvd., N.W.,
R~m~ey, Minnesota

MEMMERS PRESENT:

Dennis Donovan,Chairman
Janice Johnson
Bill Rustad
Don Lokker
Marleen Looyen

MEMBERS ABSENT:

John Litchner
Ron Hetland

OTHERS PRESENT:

Claudia Dodge, Jerry Herringer, Dennis Peck and George
Orning of the Northfork Development Corporation

The meeting was called to order at 7:05 by Chairman Donovan.

A Motion was made to correct minutes from December 19, 1985 meeting to
read all were present. Motion was passed.

PARK BOA]iD BUSINESS D2-1

Jerry Herringer of Northfork.Development Corporation stated they were there
per the request of Dennis Donovan at a public hearing, to clear up the park
dedication requirements in regard to the Northfork Development in Ramsey.
He stated they were under the impression that the issue had been settled
earlier in previous discussions.

Chairman Donovan stated he was unaware the development had proceeded as far
as it had and that the Park Commission had only agreed to dedication fees
for the first stage of the development and that any further decisions would
be made as developments proceeded.

Jerry stated their main concern was preventing public access to Lake Itasca.
Primarily because of the promotional use of the lake as private and the fact
that the lake is very fragil in makeup and any excessive use could be very
detrimental to its' future and the future of their development.

Chairman Donovan asked for comments from the other commissioners concerning
use of the lake. Co~fssioner Lokker asked how it was being used now. It was
determined public use was very limited as the lake is only about three feet
deep.

Mr. Charlie Weaver said it was important to retain the natural state of the
lake and the city would be taking on considerable liability expenses in have
a public access to the lake. He also felt due to earlier discussions, the
city had no interest in the lake.

Jerry also stated making the lake private was very important in the continuity
of their development.
