State Fund~n~ to C~t~¢.v (A) (cont'd) <br /> <br /> The Governor has recommended that the cut~ in wetlands credit, native <br />prairie credit~, pension amortization aid, and other miscellaneous programs be <br />deducted from local government aid for administrative simplicity. That is very <br />un{air, particulsrly since cities viii absorb the majority of those cuts even <br />though there are very few prairies or wetlands within cities. The cuts should <br />be applied against each program separately. If that is found unfeasible for <br />some programs, the cuts should be shared with all taxing Jurisdictions through <br />the homestead credit program. <br /> <br /> In the last state budget crisis, umny accounting shifts were made which <br />have created numerous cash flow problems at the local level. The Governor again <br />recou~nends that the schedule for state payments to cities be changed in order to <br />ease state cash flow problems. The League is opposed to any further changes in <br />the state payment schedule. <br /> <br /> The League is prepared to analyze and respond to individual budget issues <br />as they arise and encourages the legislature to work with the League Board of <br />Directors and its staff. <br /> <br />Adopted by the LMC Board of Directors on February 4, 1986. <br />Adopted by the League membership on February 5, 1986. <br /> <br /> <br />
