I I I I i I I I I I I I I I I I I Community Development Director's Staff Report March 1986 Rum RivEr hrid~e: As you know, I am serving with Councilmember Cox on the Anoka County O%~ber of Co,m~roe R~n River Bridge Co~mittee. ~he main goal.,_o~ the Co~ittee is to find funding for the completion of the Rm River.~'~e Cxm~ntttee is enoouraging the County Board of Commissioners to identify the oompletion of County Road 116 as ahigh transportation priority in the County and to oonsider using bonding to pay for the project. As part of this, the Committee has drafted a resolution to be adopted by Anoka County cities and townships enoouraging the--~ty on need for the oompletion of the bridge. Hi~imi Pdvar brido, ~t~dv: The North Metro Traffic Task Force met on March 20~-1986 and reviewed a draft of a report prepared by the Technical Subo0~mittee. ~e report oontained the Suboommittee's findings from its study of traffic probl~s relating to the Ferry Street bridge. The Subcommittee identified nine possible sites for additional bridge crossings and evaluated and ranked each site with respect to enviror~ental and system concerns. The Task Force will review and adopt the Subcommittee's final report including reoo~m~ndations for short and long term solutions and alternatives in May. Once the Task Force has adopted the report, it will be presented to the Oouncil for your review. Also at that time, the Council will be requested to adopt a resolution requesting funding for additional study (i.e. environmental, feasibility) on the reoommendations from Metropolitan Council and MnDOT. Bui]dina Official: Pursuant to Council authorization, we advertised for a building officer, accepted applications through March 14, and received twenty one applications. ~e Personnel Committee, City Administrator and I will be interviewing candidates on March 24 with the intention of bringing a recommendation to the Council on March 25. In the meantime, Lester continues to handle both assessing and inspections. Because of this, Lester did not have time to oomplete a staff report this month. 1. As you know, the Minnesota Real Estate Journal is featuring the cities of Anoka, Champlin, and Ramsey in its April 14 Market Focus section. The Publicity Committee of the EDC is working on a full page ad for the City to appear in this publication. 2. ~he Enviro~ental Impact Statement (ELS) for the Northfork P.U.D. is in progress; a draft of the ELS will be oompleted by the end of March. ~e draft will be distributed for public review and oomment in early April. 3. The Planning and Zoning and Economic Development Commissions will be meeting in April to discuss their concerns regarding the development and existing land uses along Highway 10. 4. Staff will be working on the application for 1987 LAWCON/LCMR funds for recreational facilities and projects. ~he applications are due May 5; a draft of the application will be presented to the Council in April for your review and oo~ment.
