City of Ramsey hereby ordains: Section 1. ~ ~he City of Ramsey is authorized by Minnesota Statutes, Sections 444.16 through 444.21 (the Act) to establish storm sewer fmprov~ent tax d~stricts for the purposes of oonstructing and financing storm sewers and related facilities within such districts. Section 2. F.~ ~he City Council hereby finds and determines that it is necessary and desireable for the proper control of storm drainage and flooding in the City to use the authority contained in the Act to establish a storm sewer improvement tax district. Section 3. ~e South Central Drainage District is established. ~l~e boundaries of the district are as follows: ~hat p~rt of the City of Bamsey, Anoka County, Minnesota, described as follows: Beginning at the intersection of the west line of Section 27, T~wnship 32, Range 25, Anoka County, Minnesota, with the ~ortherly right- of-way line of the Burlington Northern Railroad; thence northerly, along said west line of Section 27, to the northwest oorner of said Section 27; thence northerly, along the west line of Section 22. Township 32, Range 25, Anoka County, Minnesota, to the north line of the south 530 feet of the Northwest Quarter of the Southwest Quarter of said Section 22; thence easterly, along said north line of the south 530 feet, to the west line of Lot 1, Block 6, BEAUDRY'S SEOOND ADDITION, accordin9 to the record plat thereof; thence southerly along said west line of Lot 1, to the southwest corner of said Lot 1; thence easterly, along the south line of said BEAUDRY'S SEOOND ADDITION, to the centerline of Jas~r Street N.W.; thence southerly, along said centerline of Jaspar Street N.W., to the north line of the south half of said Southwest Quarter of Section 22; thence easterly, along said north line of the south half, to the northwest corner of the Southwest Quarter of the Southeast Quarter of said Section 22; thence easterly, along the north line of said Southwest Quarter of the Southeast Quarter, to the northeast corner of said Southwest Quarter of the Southeast Quarter; thence southerly along the east line of said Southwest Quarter of the Southeast Quarter, to the north line of said Section 27; thence easterly, along said north line of Section 27, to the northeast oorner of said Section 27; thence southerly, along the east line of said Section 27, to the southeast corner of said Seciton 27; thence easterly, along the north line of Section 35, Township 32, Range 25, to the west line of the east 10 rods of the Northwest Quarter of said Section
